Consulate presses for reopening of police investigation

Consulate officials are hoping testimony from new witnesses will compel the
Hong Kong police to dig deeper into the mystery surrounding the death of a
Filipina domestic helper.

The witnesses have expressed willingness to give statements to the police
that could help shed light on the death of Vicenta Flores, whose body was
found floating off Tung Chung pier on April 11 – four days after she was seen
fleeing her employers’ flat in Discovery Bay barefoot and in pajamas.

The case has been considered closed after a
post-mortem revealed “nothing suspicious”
about the incident, but consulate officials
remained hopeful that the new testimony will
convince police to reopen their investigation.

“These witnesses contacted the consulate
and said they’re willing to give statements on
what they know about the deceased,” said vice
consul Val Roque. “And we’re helping them
get in touch with the police.

“Hopefully this will convince the police to look
at other angles of the case.”
The witnesses, Roque said, are from the same upscale Discovery Bay
apartment complex as Flores, 31-year-old and single from Batangas who had
worked for the same employer for the past 12 years.

Flores, known as Vicky among Discovery Bay residents, was reported
missing by her employers on the night of April 8.

Her female employer told police Flores woke up “very frightened” and fled the
flat.

Frantic calls to Flores’ mobile phone  by an aunt who also works as a maid in
Hong Kong were finally answered by her male employer who said the helper
“had run away and disappeared”.

It was also the aunt who identified Flores’ body at the mortuary through a
mole on her badly deformed face, although it was surmised that the injuries
could have been caused when the body was washed onto rocks off Tung
Chung pier.

Flores’ elder sister, Erine Flores-Perez, arrived from the Philippines on April
16 to oversee the repatriation and claim the maid’s belongings. The family
have been promised help by the consulate.

The family said they know of no reason for Flores to take her own life. She
had no known debts, they said, and had in fact built a comfortable home for
her elderly parents.

The investigation, Roque said, was handled by the Hong Kong police’s
Missing Persons Unit and was focused on whether the death was due to an
accident or suicide.

While refusing to imply that foul play could be involved in the death, Roque
nonetheless said the initial investigation into the incident has left a lot of
questions unanswered.

“The consulate feels that the police should look deeper into the
circumstances surrounding the case. Mahirap na puro rumors na lang ‘yan.
Otherwise wala nang pupuntahan ang imbestigasyon,” he said.

“It’s a bit strange that the body was found at the Tung Chung pier. And if the
death was caused by drowning, what caused the drowning? There are a lot of
questions that the police must find an answer to.”

About 1,000 Discovery Bay residents, mostly Filipinos and foreigners, held a
vigil on Thursday night outside the flat where Flores lived.
They lit candles and carried photographs of the deceased to a makeshift
shrine.
