The Maritime Industry Authority (Marina) said  it will allow foreign ships to
register in the country only if the owners use local ship management offices in
their manning and crewing needs.

Marina said the move ensures that the country does not become a “flag-of-
convenience” country.

An FOC is a country that allows the use of its
flag by a ship owned by citizens of another
country. With the practice, the owner can avoid
taxes in its own country and make its
registration easier.

Such practice, however, is being frowned
upon by the global maritime industry as it
allows shipowners to compromise safety and
work conditions for tax purposes.

According to the International Transport
Workers Federation, sea mishaps were
higher among FOC vessels, citing 2001 data.
Marina said that the new requirement will also ensure genuine links between
foreign vessels owners and the Philippines.

It is expected to boost the country's manning industry, which already provides
about 75 per cent of the global crewing requirements.

There are about 15 ship management firms in the country that offer Filipino
crews to international vessels.

In additiona,  there are hundreds of local ship owners that double as a
crewing agency for the international ships.

Marina is drafting an executive order to be submitted to Malacanang for
approval that would streamline the country’s regulations on flag registry,
which is not at par with other nations.

“[When the EO is signed] we would like to become a flag of choice rather than
be a flag of convenience,” Marina said.
