Government assures adequate services during 'holiday'
The association is protesting passage of a bill that makes it illegal for
hospitals to detain patients who are unable to pay.
The protesting institutions said they will admit emergency cases during their
action, but it is not known how long this will last.
The associaition has about 500 members, including St Luke's Medical Center,
UST Hospital and Medical City.
Padilla said 200 to 300 hospitals will join should the protest if it pushes
through.
The Philippine Hospital Association, a group of public and private hospital
operators, will not take part in the protest.
When asked if the participating hospitals would be violating the law, Padilla
said he is not aware of any law being violated but the issue is more ethical and
social relates to obligation and public interest.
"It's a reversal of their social obligation," he said.
Padilla also called the protest premature as the new legislation cannot be
implemented yet without the implementing rules and regulations which the
health department will be drafting.
He said this will be done by the department in consultation with all the
stakeholders.
"Once the rules are drafted, this will still be subject to public consultation and
scrutiny," he said/
He explained that law should be not construed as anti-poor as it only covers
paying patients.
He said it is intended to protect stakeholders, particularly private hospitals
against patients who cannot pay by requiring them to issue a promissory note.
