Alternatives eyed after scrapping of controversial MOU
MANILA
Presidential Adviser on the Peace Process Secretary Hermogenes Esperon Jr
said the government remains committed to pursuing lasting peace in
Mindanao despite the stalled peace process with the Moro Islamic Liberation
Front.

“The circumstances only made the
government seek alternative ways to sustain
the peace process and devise new
strategies to address the issues in
Mindanao,” Esperon said during the “Friday
Balitaan” media forum in Quezon City.
The latest strategy being pursued by the
government is to hold authentic dialogues
with the communities and not just with armed groups.
“There has been an overemphasis on rebel groups in the past and the shift to
broad-based peace dialogue is a lesson learned from those strategies,”
Esperon said as he noted that “negotiating peace under the threat of violence
is like negotiating with a gun pointed at our head.”
Key personalities from the religious sector, non-governmental organizations
and the academe will spearhead the community dialogues to be initiated by
Christian and Muslim religious leaders and NGOs, he said.
Meanwhile, the stalled dialogue with the MILF would resume when areas of
concern are secure, the people are safe and responsible elements of the
MILF shall have regained control of the movement, said Esperon.
