Accord passed more than two years after it was signed

MANILA

The Philippine Senate has ratified a long-delayed free trade agreement with
Japan, opening the way for expanded economic and employment cooperation
between the two countries.  

The agreement was passed at the 11th hour of a marathon session by a vote
of 16-4, more than two years after it was signed by Presidnet Arroyo and then
Japanese prime minister Junichiro Koizumi.

Japan's parliament ratified the agreement last
year but it got held up in the Philippine Senate
by political wrangling and filibustering.

Senator Miriam Santiago, chair of the Senate
foreign relations committee, said the
ratification removed the last obstacle to the
implementation of the accord.
Migrant groups have pressed for its ratification in a bid to make Filipinos  
more competitive in the Japanese labor market, which has been hiring
foreigners for its overstretched elderly health care industry.

The agreement removes tariffs on 95 per cent  of Philippine exports to Japan
and eases certain restrictions on visas and immigration.

Senator Mar Roxas II, co-sponsor of the bill, said  the agreement brings the
country on even keel with its neighbors who have their respective economic
accords with Japan.

”Lowered tariffs on agriculture will give us more market access. We can also
send more nurses to Japan,” said Roxas, who is also chairman of the Senate
committee on trade andcCommerce..

"We are witnessing a financial tsunami going around the financial centers
around the world. It is timely that we acted on the [agreement] at this time," he
added.
